Rent Adjustment Program

About the Program

HUD enters into Housing Assistance Payments (HAP) contracts with private owners to provide housing for low-income residents where the household pays their fair share of the rent (30% of adjusted income). Owners agree to operate the property according to HUD’s rules and in exchange, HUD agrees to pay subsidies to make the owner whole. Owners are also entitled to request a rent adjustment to help cover the costs of operations.

    HUD issued the 2025 Operating Cost Adjustment Factors (OCAFs) for eligible multifamily housing projects under Section 8 of the United States Housing Act of 1937 on December 11, 2024.
